A personal e-mail reflects the opinion of 10 people. A fax reflects the opinion of 10 people. A postcard reflects the opinion of 10 people. A form letter (paper) reflects the opinion of 20 people. (This includes handwritten notes that are obviously part of an organized letter-writing event.) A phone call reflects the opinion of 30 people.
