What are the best car diagnostic applications for iOS or Android?

I am interested in performing my own diagnostic tests on my car, and I am wondering what the best iOS and Android applications are for this purpose. Would we need to get a special cable to plug into the OBDII outlet in cars? Or is there a better wireless version?
